This is applicable to at least the web client and the Mac OS X client. Reordering rows appearing on the Recommended page for a collection is really, really broken. Moving rows up or down will sometimes order them differently than you see on screen, and other times not change the ordering at all. This has been the case for several years at least.
Can you share some screenshots of how you have it configured along with the corresponding display on the library’s recommended tab? I don’t see this behavior in my environment (server version 1.32.6.7557, web client version 4.116.1); the ordering I set is honored.
I’ve only tested (recently) with the web client, not the macOS client.
If I attempt to move any of the circled rows the change is not reflected on the Recommended page. I do this all the time. It works much of the time, but sometimes it falls apart and first one, then more rows do not record their proper location once you browse away from this Settings page. Restarting the server or client has no effect on the issue.
