I created a new Plex server with new libraries. In order to add my family access, I go to Settings > Manage Library Access > Grant Library Access. However the existing user did not receive an email notification. How can I get Plex to send them an email, or what link can I give them to accept and view the library?
If they already have an account then they can to the same settings and see the pending invite.
Unfortunately the only place to get a link is the last step of the Grant Library Access invite flow. After you hit Send
in Web app the next window will be this. If you revoke the pending invite then you can go through the flow again

they should see your username like this under LIbrary Inviation Received and they hit the checkmark to accept

This seems like an area that could use a bit of improvement. It’s pretty confusing for the receiving user.
In the web app on the top right on their avatar there is a notification dot thing that is pretty standard thing apps have. of course that would only be if they already have an account. if they don’t then they would need the email or the link
If they do have an account, then the only way for them to know about a new library is through that notification? I can’t send an “invite” email.
Sorry I may have been confused about what you meant. If you are already sharing libraries with them and then add another new library they don’t have to “accept” anything, the new library should be auto pinned to home screen if they pinned the other libraries from your or it will be in the MORE menu

They can pin them. Scroll to the bottom and find the “MORE >” (on a browser) menu to see ALL available Libraries. They can click the triple dot ...
menu that appears when you point at (but don’t click) the Library name, and select the option to pin the Library to the Home screen.
On other clients, these steps can look different, but the basic idea is the same (Find the “More” menu, find the option to pin to home screen).
