Restore database after a PC format

Server Version#: 4.108.0

I realize that the Plex database files are stored here:
C:\Users(username)\AppData\Local\Plex Media Server\Plug-in Support\Databases
com.plexapp.plugins.library.db
com.plexapp.plugins.library.blobs.db

Can you restore the database (and hopefully watch-state, collections…) from the single zip file that is downloaded from:
Plex / Settings / Troubleshooting / Download Database

If so how?
