This is a repost from another user but it’s the same issue I’m having:
“Every once in awhile a TV series will get stuck on one video for resume even if we rewatch the episode and even if we keep watching other episodes. It stays resumed on that one video and I can’t get rid of it and I often have to look for the last episode I watched which gets annoying when I am a season or 2 passed the video that is stuck.”

Thank you but it has happened not only “between” deivces but also on the initial device where it was paused! I have gone back and marked it as played on all devices but it still continues to to show up as paused.
I think you’ve read that wrong.
It only takes one device which is logged in to your user account, which is in perpetual Pause mode.
It doesn’t matter which device played the file first.
It also doesn’t matter whether you marke the episode as played.
As long as there is one player which wakes up from time to time and tells the user “I am at playback position X of that episode”, the server will dutifully store this position for your user account.
It will then kind of override your playback progress which you may have made on other devices.
How do I get it out of this situation? It’s never been an issue until the last few days!
Retread your steps and open all devices and web browsers which you used to play from Plex.
See if there is a forgotten browser tab with a paused player bar still active at the bottom.
Check your database for damage.
