Rewind not actually rewinding correctly for XBox One

I noticed last night while watching the end of a movie, I tried to rewind the movie back a few minutes and though it looked like it was doing it (seeking backwards with preview, etc) when I hit play, it basically went back to the movie to the point at which it would have been playing if I never rewound (a few seconds in the future along the timeline from where I tried to rewind from).
