Roku TV Plex App reports "xxxPC Currently Unavailable" error

Spent 2 days - complete new install of Plex server and Roku Plex apps. Went thru MANY steps to solve problem including Plex support steps, many web searches. VPN off. Desktop app works great on PC - keep getting unavailable error on all TV’s. I have nothing left to try. Media on external drive.
