‘Safari cannot open the page’ error

Hey all can you help?

I am using a MacBook

Every time I try to add a file to my library it states the below

‘Safari can’t open the page’

‘The error is: ‘’the operation couldn’t be completed. Operation not permitted (NAPOSIXErrorDomain:1)’

It was never an issue until recently
