Hmm, I contacted samsung, as I thought that apps are just html pages that use TVs internal player, but I see I have most likely bought the TV after the issues with Plex player started.
I tried workaround with lowering quality so plex server does transcode and still had the issues.

Ive been having this issue for a while as well. While disabling direct play did help with artifacts and shuttering, its a workaround. Now my underpowered server is getting hammered.
I also had the same issue, didn’t have to go so far as to disable direct play, just turned the burn subtitles option to only picure formats and it works so far.
Just started to see similar freezing and artifacts as well, all was good till about 2 weeks ago. I did notice plex app was updated on the TV, not sure if this could be the cause.
Not everything has issues only some items.
They play fine on windows and Xbox player.
I am having the same problem on my Samsung TV, with every episode of 1 Show. It happens at the same point every single time, when a character is about to speak. But it plays fine on all other devices. Its soo annoying, I have tried disabling Direct Play (as someone suggested), I have tried making it transcode, i have tried changing the TV audio settings, Nothing works.
Just going to bump this so it doesn’t automatically lock, this only became an issue a few months ago. Apple TV web dumps are unwatchable, Netflix direct dumps (webdls) anything newer now unwatchable.
The interesting thing, encoded content of these exact same new webdl on Netflix into x265 is displaying the exact same issues so something being carried over in the encode is breaking the plex streams.
