From looking at your logs I see a database migration and database fixups was done and all completed successfully.

… which all looks normal enough. I wonder if you just let it run and don’t cancel it would it just complete in time. There are some locked db messages but I suspect they are normal enough based on the work the server is doing.
I would suggest letting the scanner run for an hour or so, untouched and then see if it finishes.
One final note … I see a message from plex (https://status.plex.tv) that there is a api outage so it could also be a factor.

I’ve got the same problem, The scan seems to be stuck on random dir (changes each time I make a new scan) while scanning a library. The only thing I can do is abort the scan, or kill the process.
