So this is very frustrating. I’m not sure what’s the deal here.
Nearly every file I run is constantly buffering.
I am using a Seagate NAS personalcloud drive that is ethernet lined into my router and the TV is ethernet lined into the router as well.
Why is it constantly buffering? I can play these files directly on my computer and also directly on the TV if I select the NAS drive as the input source (instead of PLEX).
Look at the image you posted … the audio is transcoding. That is a very low powered NAS so any transcoding isn’t going to work very well. I would suggest running your Plex Server on another device if the files can’t Direct Play on whichever client is giving you the issues, and every client is different.

Why is it transcoding? what does that mean? The file can play on my laptop and also directly from the NAS drive. So why is PLEX transcoding?

When you play the file directly from the NAS on your computer, you’re not using Plex.
When you use a Plex client it expects a certain file to support, depending on which client you are using.
I run my Plex Server on a computer (a mac mini) not a NAS. But I store all my media on a NAS. Where you store the files is very different from which machine is running your Plex Server.
May be able to get a fire stick or something to see if it helps on the tv. The apps on the fire stick probably gets more updates to the app than on a tv and should support more audio and video file so it shouldn’t transcode. Also I would still look @5stringdeath said about a dedicated device always being on like the Nvidia Shield or one of your laptops.
