It is a bit unclear what you want to do.
If you’re asking about running a second server instance on the same physical machine, then the answer is no. (It might be possible with virtualization, but there is no sense at all in doing so.)
If you’re asking about running a second plex server in your home network (on different hardware than the first one), then yes.

Yes, it is possible to do so. They can each both access the same media (if you wish to have a backup). However, each server will appear as a separate entry in your Plex server list.

You just install the server on the other computer. Then, you do first-time setup on it by accessing it at https://COMPUTERS-IP:32400/web. Log into your account on it, and you “claim” it. Next time you log into any client player, you can click on More > at the bottom to see both server’s libraries.
