Server 2012 R2 PMS stuck at PLEX screen, no setup wizard

Plex was running perfect for the last 6 years on my HP DL380G6
Had a hard drive controller fail, so installed a fresh Server 2012 R2, installed all updates.
Installed Plex, and the web interface is stuck at PLEX screen, no wizard to setup.

I tried reinstalling PLEX but still the same.
Am I missing some other software??

You might want to try a different web browser, instead of the default IE.

I had the same issue with Server 2012. I installed FireFox and then put in localhost:32400/web and was able to finish setup.
