I just set up a new Plex server on an Intel NUC running Ubuntu, and completed the setup flow. Now, every time I go to Plex web it puts me in the setup flow:
Is there a known fix for this? Some config file to edit?

There are now multiple threads about this. It is happening on several different platforms.

There is one in the Linux forum https://forums.plex.tv/discussion/286002/help-plex-asking-to-complete-setup-wizard-every-time-i-sign-in-plex-server-on-antergos
and mine in the Shield forum https://forums.plex.tv/discussion/286022/plex-server-running-setup-wizard-on-the-shield-on-each-access-even-though-it-is-set-up
and ther are probably others.

How are you addressing the PMS server? If you type in
http://Your-Server-IP-Address:32400/webinto your browser, does Plex still open the startup wizard?
Yes, at least for me, it does not matter how I enter the address. Plex is just screwed up. But at least it otherwise works.
BTW: Every time I access my Shield server and the setup runs it wants to turn on remote access. I have it off. All other settings are not reset on the rerun of the setup wizard.
As of this AM, 08-04-2017 06:50 EDT, the problem has disappeared for me. I can access my Plex on my Shield and it goes straight to my libraries without the setup wizard running. I did nothing except sleep for a few hours. My guess is that it was something it the way Plex handles the connection back to the mother ship.
Even using http://Your-Server-IP-Address:32400/web to access Plex it appears that Plex calls home because I can, if I desire, switch servers and I do not think that one server would know about the other without help from the mother ship.
But regardless of why there are two things:
So everything is working and once my server on my Shield finishes processing my libraries I can switch operations back to the Shield and be content with my Plex setup again.
I have learned a very valuable lesson, To Wit: ** Do NOT EVER experiment on your production server even it it sounds safe!!!**

It is also possible that the Setup Wizard complete code needs to be sent to plex.tv before/while it is written to the database and a network issue of some sort prevented that, but as you said, it’s all fine now.Another lesson you should have learned, don’t jump to conclusions … lol
Maybe BUT it was not just “my” network. There were several people from many different locations reporting problems. The “jump” was not much of one, more like just a little hop. ![]()
