Server dashboard not displaying accurate activity

I am running a Plex server on Windows 10 with multiple users. I noticed the other day that the bandwidth graph was showing up to 15 Mbps yet “nothing is currently being played” was shown above that in the dashboard.

I was watching a movie in my living room and another user was watching something, confirmed via text, yet still the dashboard said “nothing is currently being played”.

I have disabled downloading for all users so I know that is not the issue.

Any suggestions as to what is going on or how to fix would be appreciated.
