Server is not strong enough to play video

Player Version#: 8.6.0.20351

Tried to play some streaming movies from Plex movie library and I got a message that says my server is not strong enough to convert or play the movie.

I know this is not true, as the Shield Pro 2019 is more than capable of playing anything you throw at it.
It used to play movies without an issue using Plex, but recently Plex is either stuck for too long on buffering or the spinner, or I get this error message.
