Server Version#: 1.32.8.7639
Player Version#: Accessing via web ui
Claim server button does nothing
Just logs me in via pin
And keeps showing this and not allowing me to set up.
Things I have tried:
Full reinstall of plexmediaserver
Full reinstall of ubuntu server and then installing plex again

Plex Media Server must be able to communicate with plex.tv in order to claim the server.
Verify the network settings are correct - ip address & mask, default gateway, dns servers, etc.
Also, verify the server can communicate with plex.tv:
c:\>nslookup v4.plex.tv

Does the system have a RFC-1918 private IP address ?
Are you on the same network as the server?
If the answer to either is “No,” you will need to use a SSH tunnel to claim.
See the On a Different Network section of Plex Documentation → Installation .
If that does not work or does not apply:
Stop Plex Media Server
Navigate to the Plex Data Folder
gzip/zip the Logs folder
Upload to this thread (drag it into the message window).

Yes it does have a private IP (192.168.137.16)
I believe it may be due to my networking setup:
I have a phone which I am using as a hotspot to connect to my laptop where my laptop launches another hotspot which my plexmediaserver raspberry pi 4 is using.
Will try ssh tunnel in a few hours
If supported by your phone, try connecting both the Pi & laptop to the phone hotspot.
