I just recently moved, so no internet till Saturday. But my Router does give IP to my Server and my Apple TV, and yet my apple tv doesn’t find my server, why is that?

You need to enable insecure connections, by default secure connections is selected on most devices, therefore an internet connection is required. Only problem is I think you are going to need an internet connection before you can enable insecure connections, I am uncertain if you can edit the plex app settings on your apple tv without a connection.

I may be mistaken with your apple tv, I know android it is possible.
I also have a Roku that I didn’t try with, I’ll give that a go too.
