I’m struggling with the same problem. I’m running my Plex on Qnap TS-253Be. Tried to install from AppCenter and via docker (from official plexinc/pms-docker image) - the same result on both methods. Setup isn’t showing up.
What browser are you trying to run setup from?
Don’t run the docker version as you won’t be able to leverage HW transcoding.
Download this version and install manually via App Center:

I was testing on chrome and safari. Finally it worked via ssh tunnel.
I like my docker-for-everything-media-related setup, what’s the disadvantages here? So in docker there is no hardware transcoding at all? I was able to turn on this option in settings.
The big drawback of docker is the lack of hw transcoding.
Even though you can turn the option on, it doesn’t mean it is actually being used.
You are also adding additional layers of complexity into the equation by having docker/container station in the mix for troubleshooting, more resource overhead, etc.
The Plex hosted Qnap qpkgs (vs app center version) are every bit as up to date as the docker version. Go with them.

I’ve already installed it. Does it have auto update function?
Btw. I had in in docker with ‘priviledged’ and with direct access to /dev/dri, so I thought it will work.
Not yet, but you just update over the top of the last one so not too painful.
If you are running the plex pass versions, I would recommend keeping your older qpkg version files as occasionally you do have to roll back an update due to a big etc.
It may work passing dev/dri thru but again extra complexity, overhead, etc.
I use docker for some things, but prefer native qpkg whenever possible. Especially when I know the guy making the qpkgs
