Server on windows, files on Synology NAS what's ideal

Like the subject says my plex server is running on a windows box but the majority of my files are on a Synology NAS, specifically a DS920+. I’d moved my 4k content back to the PC because I felt the performance would be better but it’s outgrowing the space I have there. The question I have is, is it ok to keep all the media on the NAS or will I have buffering issues? Only reason I ask is I seem to remember getting some until I moved the 4k stuff from the NAS to the PC but that could also be non related I guess. Where is the bottleneck normally, the NAS, the network, or the PC running plex? What’s the best configuration? I’m getting ready to build a new pc to host plex and a few other things and just want to plan ahead if I need a ton of storage on the PC or is it better / ok to leave data on the NAS.

It is OK to have the media on the NAS. Many people do this.

The Plex server should have a wired, Gigabit Ethernet connection. Preferably connected to the same router/switch as the NAS.

4K HDR media tops out at ~100 Mbps. Most is much less. That is 10% of a Gigabit Ethernet connection.

I’ve my media on a DS918+. Plex Media Server runs on a Lenovo SFF PC with an i5-10500T (bought on eBay a couple years back). Local playback of 4K HDR media not a problem. It also handles multiple 1080p transcodes for remote users. I’ve not really tested 4K transcoding. One or two not a problem. Haven’t tried to find the upper limit (haven’t needed to do so).
