Server running, but not showing up...no settings, nothing

If I had hair, it would be gone. I got a new laptop(Windows 11), and am trying to re-setup my Plex. I install Plex Server, and it is running in the taskbar, I open Plex through it but no server, does not ask me to set one up, or anything. When I click on “+ Your Media” the webapp tells me to get Plex Media Server. I have erased the App folder, I have used the reclaim program, uninstalled and reinstalled everything multiple times and nothing…the webapp does not give me any options or setting for server, just directs me to download Plex Server…which is currently running.

Ok, I seem to have sorted the issue. I had to go full nuke on it, uninstall, delete app folder, delete every Plex related registry key, restart and then reinstall…obnoxious that I had to go through all that.
