I just updated to Version 1.23.5.4841 on TrueNAS-12.0-U4 and I have no issues since 1.23.3.4707.
I just discovered I have this issue today too on Windows 10 when trying to move a media folder to a new hard drve. I uninstalled the latest version and installed version 1.22.3.4523 but Im still having the same issue. I cleared the Cache folder but still getting the same Server Settings are Unavaiulable. Any other ideas?. Here are my logs from 1.23.5.4862

Iāve found unless the topic is tagged purposely problems go unsolved. Has anyone created a new topic for plex server that highlights this issue is over a month old and no acknowledgememt means we are spinning our wheels.

So due to the lack or response to this issue I rebuilt my Plex Windows Server since the OS was a mess anyway. Importing the Database worked and the issue did not occur with the latest version until I enabled Whitelister for my Surf Shark VPN which I had the Plex Server Service application added and the issue returned. I disabled whitelisting the app and added the ip addresses instead and all seems to be good at the moment.
Iāve tested this as I to use Surfshark VPN, and when Whitelister is enabled this error occurs. if Whitelister is disabled Settings works fine. I didnāt even think about checking this, as mine is setup for everything but Plex to go via the VPN.
I install Plex from ports into an iocage jail, then I usually use the PMS_Updater.sh script to do my updates. The latest few updates left me with āServer Settings Unavailableā and my Libraries not being scanned for new files, possibly other issues I havent found. After reading this thread, and adding the āexport LD_LIBRARY_PATH=ā${SCRIPTPATH}/lib" line to the rc file, I finally have my settings back. Iāll be sure to make a note of this for future updates, but CāMON PLEX! Get with it!
I have this same setup. Never did the export LD thing and have not had any issues since 1.23.3.4707. I updated again to the latest last night. Issue seems inconsistent.
Having the same issue on Debian 10 with latest repo release.
Iām having this issue after updating to the latest (Jul 28) release. Ubuntu 18.04. Iāve tried rolling back to my original version and to others but nothing has worked 
Turn off your VPN , restart Plex if on windows , then should get back to settings at least to save changes , like switch to beta channel. There are no updates right now to fix it, seems to be related to VPN software , didnāt wireshark to see routes but hope fix is on the way.
No improvement in the last 2 releases , still need to turn off all firewall and VPN to access settings , for sure not ideal

Iām not sure if there have been developments on this but I can confirm that just turning off whitelist ā bypass VPN for specific programs in SurfShark fixes the issue on Win10.
I know Iām a bit late in the game. On windows server here, I had the app run as a service, with a specific identity. It turns out that the folders where you save your data may have read/write issues if you have that error. It was my case.
I had the same issue Plex Server settings unavailable. Additionally I couldnāt match any of the new media added. I am running latest Plex Media Server ( Version 1.24.4.5081) on Ubuntu 20.04. I rolled back, reinstalled, rebuilt the db, nothing helped. I also noticed that Plex stopped writing any logs, this was a clue to the issue. It turns out that my Logs folder had wrong permissions (my regular user) instead of plex/plex. This was caused by my mistake - I set my Tautulli docker to write logs to the same Plex Logs folder and it would change permissions on a regular basis. I fixed that first. Then, navigated to /var/lib/plexmediaserver/Library/āApplication Supportā/'Plex Media Serverā/Logs and changed permissions to user/grp plex/plex (access as root: sudo -s) and run:
chown -R plex Logs
chgrp -R plex Logs
Check by opening Logs directory and using ls -l to check usr/grp for all files - they should all have user and group set to plex and plex.
Everything started working again. Took me hours to figure this out, hopefully it helps someone.
