The default download quality is “original”. I like to set it to 1080p 8Mbps or 720p 4Mbps for all clients as long they don’t use a different setting.
Are you meaning the download quality as in “Downloads” that is about to replace download and sync?
If so you can set as a one time thing on any device to always use that setting.
Yes, a Plex nerd knows it. In reality I have two users who filled their Smartphones completely on their first try downloading a movie and the positive user experience is lost.
I mean, regarding your argument, we could set mobile quality to original as well and after the user wasted all it’s mobile data, you tell them to lower the quality.

Anyway judging by the similar (but different) request that remote quality isn’t globally set to a stupidly low quality for remote streams that has hundreds of votes then I wish you luck.
I actually agree with you totally.
But Plex prefer to defy all logic. A DEFAULT feature with maximum on mobile data devices that will more often than not offer no benefit on a 5” screen.
Meanwhile 4Mbps DEFAULT for anyone remote streaming from a friends server with Gigabit connection at both ends. It’s absolutely genius.
