Hi, is there a way to set the maximum refresh rate allowed in HTPC when using “Enable refresh rate switching” - for example a maximum refresh rate of 30 Hz?

No there is not. The app should pick the best rate that matches what your tv/monitor supports. If you are trying to force it to a certain rate, that is not a supported feature.
