Setting for Home Streaming Video Quality - Does this feature work?

When playing some h265 media my Plex server tries to deliver this at 1080p 12Mbps which causes the video to lag and stall because presumably my PC is not powerful enough to keep up. If I then manually reduce the quality to 1080p 8Mbps it plays perfectly.

We have recently been watching a box set of 120 episodes and are having to reduce the quality when watching every episode, so I tried altering the Web Client/Quality/Home Streaming settings in Plex, and rather than the maximum playback default, set it to 1080p 8Mbps.

However this appears to make no difference to the playback quality which still runs at 1080p 12Mbps, so does this feature work, or do I need to alter some other setting please?
