Setting up PMS to run on two network interfaces on one machine

I have a PMS installed and running via dockstarter on an rpi4. I’ve given up waiting on a solution to circumvent Starlink CG-NAT. I have a second DSL ISP that has been relegated to VOIP only and it would be perfect for piggybacking PMS remote access.
My intended setup would use the ethernet port to connect to my local network, which uses Starlink, to serve content to local devices. Then use the wifi connection to serve remote devices over the 10 mbps upload link that my DSL provides.
Could this be configured using my existing PMS or, would I need a second PMS instance? Or even a second rpi?
I’m not sure where to start, so I figured asking the community was my best bet.

Any advice would be appreciated.
