Already at the beginning. The versions do not matter. Old, public or beta. I always have the problem with Plex. Every few seconds I get dropouts on DTS-HD material. No matter if master or high resolution no matter if 5.1 or 7.1. No matter if MKV or MP4. I rarely had the problem with other soundtracks. I can not adjust and show that here at this time.
And beforehand. I do not have this problem with Kodi (Plex Addon)!
So it has to be Plex or the Exoplayer…!?

Need your help because Plex is currently useless for me,
because I meanwhile have very much DTS HD material!
if it was me posting about ths issue i would start at the very beginng and include android both log files immediatly after it drops out and a sample (2-3 mins) of both those videos in the youtube clip. doing so greatly increases your chance of getting the dev’s attention
did it always drop out at the exact same spot in the video? or does it randomly drop out at different spots?
is your receiver firmware up to date? what model is it?
how is your shield plugged into the recevier? directly or are you pluging it into the tv and using ARC?
did you have a 2017 SHIELD before your 2019? did it have the same issue?
So I have now tested my setup and found the problem after a few tests.
It’s the combination of the Display Switching Frame Rate and my HD Audio extractor
(Feintech VSW04202)
At Kodi I had activated the automatic change @24p. I had turned that off for Plex (@60p). TV is judderfree and does not really need this stuff anymore. But my HD Audio Extractor requires the original frame rate (24p) otherwise it has dropouts. (is the same with the 2017er shield)
If I plug the HDMI cable directly into the receiver I have no dropouts (even with 60p).
I did not want to buy a new receiver so I bought this extractor:
Because the automatic change of the refresh rate at Dolby Vision videos not working I have the problem there too. Dolby Vision is played with 60p and that’s why I have dropouts again.
The sixth HotFix image for the 2019 SHIELD TVs has deployed on 2/18/2020 as version 32.7.301.98 and is based on the public image 8.1 with the fixes from all of the 6 HotFixes below.
Sixth HotFix(32.7.301.98):
Resolves issue with high bit rate audio dropping audio at fixed locations. Note: This fixes will apply to apps using SHIELDs audio engine like Plex/Photos & Videos. Kodi has it’s own engine which has not fixed this bug yet so the fix will not apply to Kodi and apps like it.
Many thanks for thinking about me and pointing it out to me. I am registered in the beta program so that I can test it at the weekend. I will report of course! the problem was still there despite 24p. rarely but it is annoying.
The DTS HD MA sample video that I always took to test, has the same problems in the new player at 60p with 24p material. New Betas at server, shield and app.
new player 60p = dropouts
new player 24p = no dropouts*

*but maybe with longer videos? I couldn’t test it yet
I have to watch a few complete films with the different settings.
As I said, my HD Audio Extactor also plays a part in the problem.
I can’t help you with the issues rooted in your Feintech. However be assured that the issue solved by Nvidia has solved it for others that have been tracking the MAT 2.0 encapsulation issue. It has existed since the advent of Dolby Atmos TrueHD with 4K BD—mostly Disney titles. Nvidia backported the MAT encoder from Android 10 to solve this issue.
