I would also like to add to this thread and it still remaining to show only the same artists. If I take off the limit of tracks, it shuffles / plays fine.

So this is still not fixed, but I would like to add that for example shuffling a smart playlist with the following criteria:
(The sorting is important here)
Will not only completely disregard the way the list is sorted, but for some reason every time I shuffle it the current queue will become 100 items long, but for some reason only consist of songs from certain artists??? The same artists every time I click shuffle. No where am I filtering or sorting for these artists
When can we expect this to be fixed?
I am also experiencing this bug in Plex Media Server v1.19.1.2645.
This is great! Im doing this right away! It doesnt solve the issue but it sure does make a handy playlist.
@BigWheel, any update on progress? I noticed that a recent plex update actually allows you to edit a smart playlist after you created it. Very cool!
Sorry for not responding before not sure why I did not get a notification before your ping. The issue with the limit should be fixed. but looks like the issue is the the content of the playlist is incorrect now.

Because itâs not behaving that way for meâI have Smart playlists of my 100 most recent added tracks, and shuffling them plays a sampling of tracks that are NOT my 100 most recent (but added close together)ânot sure how to see added date for individual tracks.
I originally thought this was an ios specific issue but itâs happening in the web player as well.
This is still not fixed.

Am I the only one who got just a little excited when the release notes of the latest version 4.3.0 of PlexAmp mentioned fixes related to âsmart playlistsâ.
Well the excitement didnât last long.
The shuffling of smart playlists still doesnât work as expected.

There have been multiple attempted fixes of this but seems to be caused by a few different things. Iâll poke folks again
It looks like this should be fixed in the next Plex Media Server release. Keep an eye on release notes 
Just upgraded to version 1.31.1.6733 minutes ago, and so far it appears that the âshufflingâ has been fixed.
Will need to do some more testing before making the final call, but so far, it looks promising.
