If Plex offers CNBC AND Bloomberg, I would prefer to get those channels via Plex. I just want to know if they are offered (yes/no) AND how do I use/view them on my Apple TV and Plex app for iOS?

Plex doesn’t directly support this but you have a couple of options to get it via Plex Clients if you do a bit of setup on your sever and have the correct environment.
1st and easiest if you have cable with those channels is to pickup a tuner such as the HDHomeRun Prime. Set up the DVR in Plex and you’ll be able to view those 2 channels as well as many more (plus record shows) assuming you have a Plex Client that supports Live TV. This has been added to a few clients already.
Another option is to track down an IPTV source for those channels and then use one of the IPTV channel plugins in plex. If you check out Pluto.TV I believe both of those channels are in that free software and you can grab the URL from that if you know how (or use google).
You can do a lot of things with Plex when you think outside the box.

Is there a mechanism to record and watch the data stream with DVR style, where one can pause, rewind, fast forward in a similar manner to DVR.
Essentially, is there a DVR or similar instrument that allows this for IP streaming?
If there are, can someone list a few please?

Can the stream that is provided from providers that are free as well as those that charge (like “edit to remove link”) be channelled in to this device and then played through Plex?
There is no present mechanism in Plex to DVR IPTV. You can do this in some other software packages but not in Plex.
I’m only guessing here and this of course is just my personal opinion but much/most of the IPTV channels you find on the net aren’t legal. IPTV in many ways is the new “pirate” method of choice since we now have the bandwidth needed for real-time streaming.
Plex is obviously not really interested in putting it’s customers in legal jeopardy when there are legal ways to DVR content either from your cable provider or OTA broadcasts.
