Slow downloads using the new 'Downloads' feature

@anon18523487 I spent some time trying out different options with this to try to narrow down where the problem might be.

Server version: 1.27.0.5897 running on Ubuntu 20.04.4
iOS App version: 8.4 running on iOS 15.5

I can reproduce the issue on 2 different iPads and 2 different iPhones.

I focused on using one of the iPads. It is an iPad Pro (12.9 inch) (3rd generation). I validated I was still seeing the 10 Mb/s cap when downloading over wifi. But when I plugged in a USB-C ethernet adapter I confirmed that I was no longer seeing the throttling and I was seeing transfer speeds between 600 and 800 Mb/s.

I ran some packet captures on the Plex server while doing both the wired and the wireless transfers but I didn’t see significant differences between the two aside from the amount of data.

To confirm that my wifi is more capable than 10 Mb/s, on the iPad I opened Safari and downloaded a few files from the Plex web UI and received transfers up to 300 Mb/s consistently.

I also tried making some changes to the server network settings that might be related and nothing I found made any changes to the transfer behaviour.

The transfer speeds are reported on the Plex web-UI dashboard.

At this point I think it is safe to confirm this specific issue isn’t client device specific or wifi/network problems. The wired/wireless difference is interesting and makes me think this might be related to the specific library/iOS API that the Plex client is relying on to schedule the transfer when the app gets backgrounded. It might also be combining with server OS specific network configuration to generate this problem as not every user is experiencing the limited transfer speed.
