Smart LG TV app no longer "sees" Plex on desktop

Suddenly, the Plex app on my LG TV cannot find the library on my desktop. It had worked correctly for a long time, then one day it stopped. At first, it gave me a message about library access, now it just puts an exclamation mark next to my server.

I am now getting a “server is offline or unreachable” message when the TV app tries to connect with the desktop server.

Fixed. Windows Stupid Firewall™ was munged and not allowing access. Much time wasted in CMD to fix.
