How do I share two or more computers on the same network so they are always available for Plex on all TVs? Do I need to upgrade to Plex Premium? If yes, then I just add to Home Users both PCs, each PC with its account?

Solved, I just used Sharing and shared the accounts. Thanks 
You could equally simply use the same plex.tv account for all servers and clients.
Hm, I tried that but for some reason I couldn’t make it work. Not a surprise since it seems I am not very bright, but anyway thank you.
I actually did it within the same account, it was pretty simple, I just had to uninstall Plex, remove everything then reinstall it on both PCs. This is the new account with both PCs, I kept the old accounts in case anything went wrong. First time when I tried everything was a mess because I had no idea how to sign out from the computer app.
The steps more or less.
1 Have or create a Plex account. One thing. If for example you have 2 gmail accounts always logged in on two computers, one on each, you should better create a Plex account using an email instead of logging in with gmail or facebook.
2 Be sure that on all computers there isn’t any other account installed.
3 If there is, use this to uninstall the Plex app https://support.plex.tv/articles/201941078-uninstall-plex-media-server/
4 Be sure to DELETE browser cookies too, because else even if you uninstall the Plex app things will become messy.
5 Restart just to be sure.
6 Install the app on all computers, when asked add the account at step 1. Set up all PCs normally within that account and you are set to go.
There is no need to blow away your libraries and settings, just to switch the plex.tv account for a server.
