None of the sort options work for the downloads list on iPad. The items are presented in the order in which they were cached locally, regardless of the sort settings.
What exactly are you trying to sort?
The list of download items works for me (sorting increasingly/decreasingly by title, download time and size).
So does the library view in the download section.
