It is not transcoding, otherwise it would show as such on the Dashboard.

You need to remux the movie. See this thread:

Unnecessary High Bandwidth Relative to Media Bitrate

Try remuxing the file into a new MP4 container or into a MKV container. See the two threads linked below. It looks like you’ve the same issue.
