Wondering if I were a Plex Premium member if that would entitle me to have someone walk me through the entire setup process? Between my wireless router, external hard drive and Android TV, I am having nothing but problems getting everything set up.
Does anyone know if by being Premium, I could get this level of help?

They do subcontract installers but it ain’t cheap - think big hard drive price!

With just these components, you cannot have a Plex system.
You need a device where the main component of a Plex installation, the Plex Media Server can run on.
Some users install it on a desktop computer, some use a more powerful model of a NAS for this.

Doh! I missed the 4th component. Probably because I had just finished explaining to a client the benefits of Plex cloud

A good place to start would be to make a post laying out your setup, what you’ve done so far, and where you are getting hung up. There are a lot of smart people on these forums that are more than willing to help if you give us a chance. Based on what you have posted so far there isn’t much to go on however.
Plex Pass doesn’t entitle you to different support options.
Start with your Plex Server.
Get this to work acceptably.
Use the included Plex Web client for a start.
When this combination works, continue with the other client types.
You definitely want a wired connection for your Plex server device.
I cannot recommend to use WiFi for the server.
