Still need to pay to unlock iOS streaming?

I bought a new iPad (which of course run iPadOS) and The Plex app need to be unlock with an in-app purchase whereas I made it in my iPhone (which is running iOS). Need to pay twice ?

If you’ve bought the app for the iPhone, you don’t need to buy again for the iPad.
If you use the same AppleID on both devices.
