Stream on Chromecast always reducing video quality even while enforcing

Hi, guys. Do you have any idea what may be causing it? Whenever I stream on Chromecast even trying to enforce video quality from the app or server, the video quality automatically reduced to something like 320p or 480p (I can see in the app, that it already starts at 320p). It’s noticeable because you can see the pixels on the subtitles and blurred videos.

Any other stream like YouTube or Twitch works fine on Chromecast, so bandwidth doesn’t seem to be the problem.

It started to happen after a fresh install of Windows 11, but it was working before on the same Windows version 11, so I don’t think it’s related to the Windows version, maybe some components from Windows could be missing?

I am not sure what to try anymore, I’d appreciate some help

Nevermind, figured it out, it was Avast for some reason blocking everything
