Why is Plex “married” to OpenSubtitles. There are a few better sources out there. Subscene for one.
To use Subscene users would have to sign up for anti-captcha.

Does anyone have a good source for English subtitles for foreign parts only? (srt. files)
Just as an example I got a show called “Tehran” which is mixed language English, Hebrew and Persian and the only subtitles I could find were just English for the whole thing, even the English parts.
It might not bother some people but it drives me insane especially if it’s only a small part in another language and you have to watch the whole thing like that
There aren’t any. Sometimes, if you are extremely lucky, you can find “forced” subs on the usual subtitle hosting websites.
But usually, you will have to rip the files including the subtitles from DVD and/or Bluray to get the “forced” ones.
Weird so many shows have them and then you find one that you think surely would, and they don’t exist
