Subtitles chosen in Playback settings at startup but don't show

When I watch shows recorded from live TV the subtitles default to “Unknown(Closed Caption)” which is fine as usually want the subtitles on all the time anyway. The problem is that although it says that, the subtitles don’t appear. I have to toggle them off an on and THEN they will show up.

Any way to make them be visible when it says they should be, rather than having to toggle?
