Subtitles always start on (but show as off)

My issue is the subtitles ALWAYS start on for every video that has them, regardless of language, on Apple TV App. When going to the Playback settings they are shown as “OFF” and the only way to ACTUALLY get them off on every/any video that plays is to go turn them on, then turn them off again and they actually clear. Any ideas?
