You will have to connect to that tuner via an IP so that Plex can send commands to it (to change the channel, and record the show). 99.99% chance the company that provides that tuner won’t let Plex (or anything else really) get access to their system.
I used to have DirecTV, and had to switch to Comcast (with a CableCard and a HDHomeRun Prime box) to make it work.
It should be possible with the right hardware. First, you need a satellite STB/tuner that has a non-encrypted video output (e.g. S-video output port, or Composite.) Then, you need a proper/supported recorder/DVR (e.g. Hauppauge.) The proper Hauppauge can be controlled by Plex Media Server.
There are other ways to do this, too. (e.g. the right HDMI splitter will defeat the HDMI-based copy protection.)

You can put this card in a linux system and setup tvheadend/tvhproxy or minisatip and you are able to use this tuner card in Plex.
Thanks to Plexip for an answer that could work, but, I am a just an average Joe that have no clue how to use Linux, so the only thing I was really asking was is there any chance for Plex support for my tuner card TBS6910
