Sync doesn’t work on any device since reinstall

Player Version#: 6.8 (iOS13.3 on iPhone X)

I’ve been running a Plex server on my Shield TV for over 2 years with relatively few problems until recently where I’ve had to RMA my Shield TV and reinstall Plex. Since then I’m no longer able to sync content to my mobile devices (iPhone X or my iPad). On both devices it will transcode the content, but it wont download it. The status of the item will be “waiting to download”, every time I press the sync button is does something for about 3 seconds and then goes idle again.

I dont think this is a client issue as I’ve tried on both my iPad and iPhone (both worked previously to RMA).

Any suggestions on how I can resolve this?
