Wow I can’t believe that actually fixed it for me on the Android app. My syncs had been stuck on “50%” for the longest time. But no actual errors were showing up on the Syncing screen.
The fix was to manually go into the Plex app settings and add “Storage” to the allowed permissions. Seems the reason it wouldn’t download was because Plex had no permissions to write to storage, but also never asked me to give it permission, like apps normally do. So that was the bug for me.
Nevermind… It may have been another bug, saying it started to download, but the file is not actually on my device after it said it downloaded it. I tried deleting and re-downloading the file now that Storage permission is granted. It’s still saying “50% - Downloading” on my device, and “Waiting to be downloaded” on the server. What the ----.
Did try every here provided fix, but nothing helped. Even not to install the Smartphone completely new. And there is still the Problem with dynamic Playlists, which are playing the wrong Songs when the Phone is offline.
Same here, after last Plex server update, both Android devices stopped syncing, hanging at the 50% mark.

So it looks like the client is hitting an invalid path. This is on the same network as the Plex Server. And with 2 instances of Plex running, one on FreeNAS and the other on an Ubuntu VM.

The problem (waiting to download - stuck at 50%) only occurs when I try to sync TRANSCODED content. Playing transcoded content in “real time” (without syncing) works absolutely fine.
If I sync NON transcoded content (quality: original) then it is downloaded 100%. Anybody experience the same?
Server is on nvidia shield, clients are android mobile and tablet.

I have problem with sync (stuck on waiting to download) from my Nvidia Shield TV server (any content - transcoded or original) after last update to Plex Media Server 1.18.4.2171. OK, I try different ways - delete plex from tablet (mi pad 4), clean PMS cash on shield TV - no result. Then I downoloaded Plex Media Server 1.18.3.2156 and try to install it on shield - error. Then I can’t find any way besides to delete Updates of PMS on Nvidia Shield TV and install this APK - problem was solved! Now sync work perfect, but I lost my configuration and should make it from beginning.
So, I can suppose, that Server Version 1.18.4.2171 have problem with sync and only way is wait for new update (or will install old version of PMS with lost config).
Based on the feedback from users in this thread, it seems like the problem (stuck waiting on download at 50% for transcoded content), is because the latest version of Plex Media Server (1.18.4.2171) simply does not support it.
Could a representative from Plex please confirm this? People are currently left in the dark, not knowing what the cause of the problem is, and we are using lots of time problem solving and finding out the cause could be, whether it could be our settings or other causes.
