Synced items only appear and can start playing when mobile data is disabled

In order to look at and start synced items playing on my phone I need to turn off my mobile data. My carrier uses data for MMS and the like but it is restricted to only that, since I don’t purchase mobile data. Because of this, the Plex app continues to try and connect to my server through the restricted data. If I turn it off, it works as expected.

Would it be possible to get a WiFi only mode? Or have it somehow know that there is no data available to apps?
