My own opinion here but I bet some stakeholder with influence in plex seen this as a good idea and forced it in.
No right minded developer would ever see this as a positive improvement in their software. Smells of outside influence …

Why anyone thought this was a good idea was beyond me. Just straight up remove it and then tell your marketing/design department to go back to the drawing board

Turning the TV on at 2am cause I can’t sleep, forgetting to turn down the sound before launching the app, and waking the whole house up cause the app has to announce itself…

I had to remove a vote from x265 to vote for killing off the startup sound. WORTH IT.
BTW do we ever get new votes? We have just a few for all time?
Are they refunded to us if the ideas get implemented? Probably no one will ever know.
Just because you can create software, it does not guarantee all your ideas about what to do with that software are solid gold. I have worked with plenty of knucklehead developers. “Management” does not have a monopoly on bad ideas.
