A computer crash is a temporary thing.
What you describe is more like a hard drive failure.
What kind of damage has occured on your old computer?
You can’t recover your Plex data, if the hard drive of that old computer is damaged or erased.
If you however can still read the hard drive, you can attempt to copy all the contents of the folder C:\Users\<username>\AppData\Local\Plex Media Server
to the same location on the new hard drive.
AppData is a ‘hidden’ folder, so you might want to activate the display of hidden files in Windows explorer.
And if you also still can read the registry of your old user account, you can try to copy the contents from the old branch HKEY_CURRENT_USER\Software\Plex, Inc.\Plex Media Server
If your new computer doesn’t have room for another hard drive, use a USB-to-SATA adapter, to plugin the old hard drive temporarily.
The drive is Dead can not get anything off of it…
Then your server data are unfortunately gone.
With Plex, those data stay on your server. There is nothing uploaded to a cloud or something.
I have all my content on a different drive just the C drive SSD died… I want to just move all of it to a new install but Every time I install it will not let me create a new setup with out buying a whole new license…
I guess what I need is my original Plex set up deactivated and a new one created under my account but have no Idea how to do it… or who to talk to…
This has nothing to do with a license. You can create as much plex servers as you want with your one plex.tv account.

Ok on my new computer I uninstalled and re-install Plex. The first time it said it was in player mode only… but this time it came up and now I can get it working… Very strange… not going to complain but got it Thank you…
