This is GUI bug for 2025.15.0 on Android.
There is a library hidden underneath the Reorder button, and you can’t swipe up (scroll down) any further.
I’d summarize it as
“The number of favorited libraries shown is restricted by screen height.”
I have filed an issue for this.
