The option to enable a sub IS there but it doesn’t help IF you don’t know you should enable them or not until you start watching the movie and go, damn, there not speaking english, where are the subtitles.
As you can see from the first screenshot you don’t have to select the subtitle because PMS already did.
If you have users in your Plex Home, which do have a full plex.tv account, you cannot do the settings for them. They must do it themselves here: https://plex.tv/users/edit
And the right setting for automatically enabling ‘forced’ subtitles is indeed
‘Shown with foreign audio’
So, if your parents are english-speaking and only want forced subtitles and not the ‘complete’ ones, the necessary settings for them would be:
This requires that your files have proper ‘language’ tags for both audio and subtitles.
Do also keep in mind that the ‘forced’ tag in MKV files is not the ‘Title’ of a track.
So you cannot make a subtitle track forced by ‘naming’ it “forced subs” or similar.
It is a separate thing.
And: the automatic only works until the user touches the track selector(s) manually.
As soon as the user selects an audio or subtitle track manually, his/her manual selection will be stored and the automatic is no longer active for this movie.

Yes it needs to be set, if audio language and subtitle language are both the same.
Otherwise you have to select the subtitle track manually.
BUT your file has
audio = chinese
subtitle = english
Then the automatic does indeed activate the subtitle without the ‘forced’ flag.
(But then the subtitle track be better a ‘complete’ subtitle - unless your parents understand chinese.)
See… That where I find the logic wrong. If Show with foreign audio is to force a subtitle to play with a foreign audio then that makes sense. Of course it does. Makes perfect sense.
But it also does something else, it decides to honor the FORCED flag(a flag we intentionally set) if the audio language and subtitle language are the same. Little half-ass backward…

… and if by some miracle - or by complete accident - you happen to get all these cryptic and quite mysterious subtitle settings correct making subtitles available for use either automatically or by choice…
NO SUBTITLES WILL DISPLAY AT ALL ON A ROKU IF THE GLOBAL CAPTIONS SETTING IS OFF…
Unless - before you add an item to your library - you do this:
(Note: The next time it takes Plex 3 months to fix a subtitle problem a lot more people ARE going to do that - if they’re smart)
