Plex Server runs on my Win 10 desktop. after changing my password I got the server maintenance error. I chose not to wait. My Database is big >1.5TB. I followed online instructions, I am rather a novice, but it was easy. I saved my Plex Server db files folder. I uninstalled the Server, I removed a single registry entry. Re installed server, gave a new name, overwrote the Plex file, voila ! No “re claiming” necessary. I simply kept my existing user ID but created a new “server” name. Since I use Plex on both of my Fire TV’s I had to uninstall the apps and reinstall them and “re-sign” in. Working like a charm.
