Throttle mobile sync/download speed

Please add a throttle do mobile syncing. As far as I can tell, it is not affected by the streaming speed limit. It appears to consume as much bandwidth as it can until the transfers are complete. This means a single user syncing content can pretty much make a server (to say nothing of the general Internet) at a location unusable for anyone else during the sync. Not everyone has gigabit upstream so this is pretty annoying, and a bit of an odd oversight given that there was enough foresight to allow capping the streaming amount to prevent this very problem.

If I’m wrong about it being uncapped, great, but it doesn’t appear to be so, and there isn’t a setting I’ve seen to set a limit.

Downloads/syncs are adhering to the set maximum upload bandwidth.

On top of that, they are prioritized lower than playbacks, so they don’t steal the bandwidth from running streams.

Sorry, it’s been a while since I posted this.
This was not my experience at all, which is why I posted. I ended up disabling syncing because when someone would do so, the sync operation was ignoring the global throttle and consuming all available upstream bandwidth.

I noticed this because I started seeing network lag elsewhere, and realized the Plex server was consuming all available upstream bandwidth, ignoring the limit I had set.

Maybe it’s supposed to, but that wasn’t my experience at that time. I’ll re-enable sync and test it and see if it’s still happening.
