Throttled speed when playing plex in Windows 10

I have this kind of problem which I don’t really know why it is happening. My friend has shared his library to me. I am getting throttled speed when I try to play some of his media. It only happens when I try to play it on my desktop (I have a windows 10 PC). But when I try to play it on my phone or any other devices, everything works well, no buffering, no throttling. Now I don’t know what kind of fix I should do since there is nothing wrong in the server side. Cause if it is server side, it should also be throttled in my other devices, not just on my desktop.

If the buffering/stuttering is due to his server not being powerful enough to transcode this video… double-check your Win10 Plex client’s video quality settings and try changing it to “original/maximum” quality.

That being said… if the bottleneck is his internet upload bandwidth the problem might also be the other way around (requiring you to reduce remote quality to ensure the video fits through his uplink).
If you don’t want to guess… have a look at the video quality settings of your phone and try to match that in the Plex for Windows client.

sorry, I forgot yo include that, I have already compared the quality, and the quality on my phone is set to maximum without any buffering but in my desktop, it’s either set to maximum but buffers every second or down to the lowest setting. I’ve also done it simultaneously, still the same when it comes to PC

Do you see any differences in the “Now Playing” tiles for the 2 clients in the Plex Web dashboard?

Your friend not seeing any irregularities is nice but not answering what differences the 2 tiles for playback of the same video via desktop / phone will show. Can you provide a screenshot of both tiles (with expanded details)?

Also… what are the specific settings?
Are both devices in the same network (e.g. both connected to the same router in your home network, both via WIFI or is the desktop version using a wired connection)?
